PROCUREMENT MANAGER

Job  Functions:

  • Full compliance of procurement activities with USAID rules (FAR & AIDAR), regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system
  • Elaboration and implementation of operational strategies
  • Efficient management of procurement processes
  • Elaboration, introduction and implementation of sourcing strategy and e-procurement tools
  • Facilitation of knowledge building and knowledge sharing with other support and professional teams
  • Timely and proper preparation of procurement plans for COP and Finance, establishment of the deadlines and monitoring of the project implementation
  • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, EOI or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with USAID rules and regulation
  • Elaboration and implementation of COP internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems
  • Review and process requests for procurement, purchase orders and other contracts to ensure that the goods and services necessary to support USAID program implementation are available and effective

Essential Job Requirements:
Experience:

    • Knowledge and experience working with USAID grant management strongly preferred
    • Two years of experience in grant and contract management
    • Education & Skills
    • Masters Degree in Business Administration or a related area
    • Strong skills in Word and Excel
    • Strong negotiations skills
