Pakistan Children’s Television (PCTV) is a four year USAID-funded project being implemented by the Rafi Peer Theatre Workshop in technical collaboration with Sesame Workshop, New York, with the aim to improve language, problem solving,cirtical thinking abilities and  promote a positive learning attitude amongst children aged 4-9 years in Pakistan. The project invites qualified candidates to apply for the post of Director Operations based at its Lahore headquarters.

Job Profile /essential functions: The Director Operations will oversee the departments of human resources, procurement, IT and administration while being responsible for all other administrative functions and tasks.  The Director will thoroughly review, technically implement and supervise adherence to Procurement  policy,  Admin Policy and HR policy, Standard Operating Procedures  and other Operation related budgets and internal control measures. The Director will produce timely operation related  reports,  lead the preparation of operations budgets, and ensure compliance with USAID regulations regarding procurement ( services and goods), auditing and financial management requirements.


Candidates will be evaluated based on the following selection criteria:  

Education: Masters degree in a relevant field (e.g. Public Administration, Business Administration, International Development/Affairs, Public Policy, or Social Sciences from an HEC recognized  institution) is required.   

Experience:   At least 6 years work experience in donor  funded projects and a proven track record in sound operations management.  Three years experience of working with USAID funded projects  in Pakistan  either 1)directly supervising and/or leading or 2) focused primarily on developing and implementing procurement, HR and Admin and logistics  systems, operation performance monitoring plans, and/or overall quality assurance for technical assistance or related services.

Knowledge:  Knowledge  and understanding of USAID  and local procurement  practices and relevant laws. Knowledge of development prospects and priorities in Pakistan. Knowledge of Pakistan history and culture is required.  Understanding of U.S. foreign/national security policy implications for development assistance in post-conflict settings.

Language:  Excellent written and spoken English - level IV (Fluent) and Urdu.  Knowledge of other regional languages in Pakistan is preferred but not required.

Skills and abilities:   Demonstrated ability to act independently and with a minimum of direct supervision.  Demonstrated interpersonal skills and the ability to work as part of a team and build consensus around decisions.
